Diplomatic discussions including US, Moscow, and Kyiv representatives commenced in the United Arab Emirates this week, representing the latest step in initiatives to achieve a ceasefire deal to end the protracted hostilities in Ukraine.

US Army official Dan Driscoll reportedly conferred with a Moscow group on Monday night, with discussions extending into Tuesday.
“The talks are going well and we remain optimistic. He is working in tight alignment with Washington as discussions unfold,” his spokesperson remarked.
Ukraine’s military intelligence chief, Kyrylo Budanov, was scheduled to take part in the proceedings, though it remained unclear whether direct talks with Moscow’s delegates would happen or if separate one-on-one sessions would be conducted.
Identity of the Moscow group was uncertain. “I have nothing to say. Our position is to monitor press coverage,” a Kremlin representative informed state media.

These meetings come after recent negotiations in Switzerland where American and Kyiv officials modified a preliminary American framework for ending the conflict.

Russia’s top diplomat, the Russian diplomat, stated that any revised agreement must embody the “intent and text” of what was covered during earlier summit meetings between the two nations.

EU leaders are apparently finding it difficult to stay engaged in the negotiations as US officials assume control.
Finland’s leader, a European figure, who has emerged as a key contact between the US and European officials, commented that the immediate future would be decisive in attempts to secure a resolution.
He allegedly held discussions with Kyiv’s leader and the alliance officials, stating that “Decisions about Ukraine’s future rest with its people, and European security is for Europe to decide.”
At the same time, the French leader, Emmanuel Macron, warned against a settlement that would represent a “concession” for Ukraine.
“Terms presented suggest what Russia could agree to. However, must Kyiv and European nations consent to these terms? Absolutely not,” he affirmed.

The US proposal was reportedly composed of multiple articles and was drawn from discussions between US and Moscow representatives, with input from Kyiv defense authorities.

The Ukrainian president stated that the nation was facing one of the toughest moments in its history and was being forced to decide between “surrendering honor or sacrificing a vital partner.”
Later, Driscoll informed Nato representatives on the plan in the capital, with one attendee labeling it as “an extremely difficult session” and noting that EU ambassadors were shocked by both the substance and manner of the presentation.
The US administration later softened its position, stating that the comprehensive plan was an “opening point for discussion” rather than a final ultimatum.
